    The primary customers for this effort are perceived to be the state and local agencies that must prepare emissions inventories to meet the State Implementation Plan requirements of the Clean Air Act Amendments. The ORD Publications Announce- ment is published three or four times a year to provide interested parties with access to the broad range of currently available documents produced by the Office of Research and Development. Averaged'' estimates can be made for some parameters; in this case, the set of all sources is divided into categories that are thought to be internally more homogeneous than the general population.

    The resulting approaches and methodologies have been documented in the emission estimation protocol documents for Minnesota area sources. Area sources usually include all mobile sources and any stationary sources to small, difficult, or numerous to classify as point sources. The objective of this paper is to present an overview of the methodologies currently used to estimate the values of the parameters needed to compile large scale inventories of anthropogenic emissions, to discuss the major approximations used and to offer recommendations for future refinement of the inventory data. Even though one method will be selected as the Preferred Method for each category, one or more alternate methods will also be specified. Methodologies for estimating the quantity of air pollutant emissions are presented in the form of Emission Factors.

    The work is part of EPA's program to identify and characterize emissions sources not currently accounted for by either the existing Aerometric Information Retrieval System AIRS or State Implementation Plans SIP area source methodologies and to develop appropriate emissions estimation methodologies and emission factors for a group of these source categories. To provide relative ranking of pollutants with regard to potential impact, the Minnesota indexing system was used to calculate weighted emissions. Project Summaries are subdivided by subject area. The information used in these discussions was derived from various sources including available literature, industrial and trade association publications and contracts, experts on the category and activity, and knowledgeable federal and state personnel.

The area source emission data were collected from surveys, literature, and the submittals for the National Emission Standards for Hazardous Air Pollutants. We are always interested in improving our support to the users of ORD's information.

In making these determinations and recommendations, the Committee will consider the relative importance of the source category to air program needs, emphasizing first the categories important to ozone nonattainment problems primarily sources of volatile organic compounds ; second, important particulate matter source categories; and third, categories for which no methods are currently available.

Area sources usually include all mobile sources and any stationary sources to small, difficult, or numerous to classify as point sources. Project Summaries are short synopses of key findings of project reports. The information used in these discussions was derived from various sources including available literature, industrial and trade association publications and contracts, experts on the category and activity, and knowledgeable federal and state personnel.

The general equation used states that the emissions E from a particular source for a specific pollutant in a specified time frame are equal to the product of the activity rate of the source A in the selected time frame, an emission factor EF which estimates the amount of pollutant emitted per unit activity, and additional parameters which vary according to the type of source whose emissions are being estimated.

This paper describes the preparation of the Minnesota portion of the Great Lakes regional air toxics emission inventory for point and area sources, illustrates the relative contribution of pollutants to both total mass and weighted emissions from each source category, and analyzes inventory uncertainties.

The discussions for each category include general background information, emissions generation activities, pollutants emitted, sources of activity and pollutant data, emissions estimation methodologies and data issues.

Values for the parameters and disaggregation factors used in emissions calculations can be estimated in two different ways.
